Looks like it's missing a few parts.
Hall and Quimby were US makers in the latter part of the 19th Century. The brace over the valve mechanisms makes me think it may have been for cavalry use (on horseback).
Is it High Pitch (i.e. does it seem to be very sharp, almost like a trombone in B rather than Bb)?
Instruments this old are pretty rare, but a valve trombone is not one of the valuable ones.
To sum up, if it plays well, play it.
