American-made (but no longer in production) options within that budget include [url=https://www.dillonmusic.com/used-olds-p-24g-bb-f-g-eb-bass-trombone-sn-994180/]this Olds P-24g or [url=https://www.thebrass-exchange.com/content/benge-290-bass-trombone-0]this Benge. Both have convertible tuning which is cool. The Benge is likely closer to standard/modern bass trombone sound than the Olds, but neither is going to play like the currently popular orchestral basses.
If your friend doesn't absolutely need the valves to be independent, good dependent basses (such as a Holton 180) can often be had cheaper.
