Note that this is not THE bass (and contra) trombone job (Stefan Schulz still has quite a few years to go...), but bass and tenor/Wechselposaune. The last one who held that job permanently was Thomas Leyendecker who is now playing bass and contra at the Deutsche Oper Berlin. The Berlin Phil often take quite some time to choose the right people for these positions.
And it's actually not that easy to find people who play tenor and bass equally well on that level.

Yup, Tomer was not selected in the last round... if he didn't win I'm not sure who would.

I didn't know that yet. I thought I had seen him on Youtube playing tenor with the Berlin Phil, but wasn't totally sure. I don't know him personally (might have met him once or twice many years ago), but that's definitely showing the very high level that they are expecting.

There's quite a few people who would be competitive if they took the audition, however they are not interested.
Legally it is also much harder for people to co currently teach and hold tenure track orchestral positions in Germany.
Wouldnt be surprised if they waited till after Ott leaves that they solidify a Wechsel replacement.
