The extra bell makes it easier to play to the press box.

That extra hunk of tubing below the valves is a stand-off; it's just there to keep the valves off of the player's shoulder. Some Olds S-24G bass trombones have something similar, but it's a solid piece rather than tubing. In this case, the addition of a second bell would add a lot of weight, so being able to support some of it on one's shoulder might be a good idea.
As for the second bell?

I thought these setups were for fast mute changes. Really fast ones.

Not just fast mute changes, but also tremolo-ing between mute and open or two mutes. Lots of possibilities for contemporary music...you can also half valve and mix mute sounds.
But yes, one of these would also be great for certain Broadway books. I tried to win the auction for the horn in the OP, but someone wanted it more than me!
