Practice mute material

I have one of those great muirhead practice mutes as you can see at this link:

Anyone knows what that black material at the top of the mute is called? Is that neoprene?

Where can I buy that material and would that also work on a straight mute?

It looks like neoprene to me, what wet suits are made from.

Yeah I too think thats neoprene. Any idea on the density you need for that application?
