Classifieds aren't the place for this, but that's an insane requirement. If the BD wants everyone to have the same horn, they should provide it. Not that the 448 isn't a good horn because the Intermediate Yamaha are quite nice (I'm using one professional now at the moment) but there are untold amounts of used horns out there... requiring a section to have an 'intermediate' horn makes utterly no sense.

That is very odd that they would require you to have a certain horn, especially if their just starting off. I have a Yamaha 646 for sale though if you're interested. Although honestly, the 646 is an awesome horn. Bell is very responsive. I'd pick one over a 448 for most stuff. BD wouldn't be able to tell either sine they look identical!

There’s a YSL-620 on the local CL (VancouverBC). Looks like it’s in good cond’n. $1800 CDN, probably willing to negotiate. I have no connection to the sale.

I have a Xeno 882or for $1450. That’s probably what you’ll pay for the 448g!

That's an awesome price on the Xeno, disco, but is just outside our budget at the present.

I’m a trombone-playing Band Director myself, and I’m a fan of the Yamaha 448G. There is no good reason for all students to play the same horn; not to mention that this is not legally enforceable in a public school.
