What happened to the Waste Bin?

I have a duplicate post by Bruce Mangan looking for a custom case. He posted twice and those are his two posts. If I delete the topic he's back to one post and won't see his topic. I was planning to move the duplicate to the Waste Bin, but it's not there! :amazed:

Dust Bin (for our British friends)
Don't really care what you call it. It's a place to put questionable stuff until we decide what to do with it. This use was a kind of esoteric one.
